During the final quarter of 2011, Miyamoto International NZ (formerly Impact South Island) began working with the Canterbury Earthquake Recovery Authority (CERA) to provide solutions for the Christchurch rebuild.
Key to the recovery has been the establishment of the governance framework to support the implementation of the Recovery Strategy. As a strategic partner to CERA, we recognised the importance of quickly understanding and defining the key stakeholder relationships and terms of reference of the Canterbury Earthquake Recovery Act 2011 and the strategic Recovery Plan. Our close relationship with the Christchurch City Council meant we were uniquely placed to assist CERA in delivering the governance model and relevant documentation in a very short timeframe.
We also worked closely with Treasury and CERA in leading the roll-out of the Better Business Cases (BBC) framework in Christchurch. Better Business Cases aims to improve decision making through fit for purpose business cases. The Christchurch City Council has adopted the BBC model on the Central City Plan. With our detailed knowledge of the BBC process, we have facilitated a number of BBC programme-level workshops.
Miyamoto has also delivered project leadership, strategy, facilitation and implementation to CERA. These services were provided across a range of areas including: the governance framework, integration of Recovery Plans, greenfield and brownfield housing programmes, BBC, rebuild infrastructure programmes, funding and finance.
In each of these projects, we have supported CERA by defining the problems and desired outcomes. Rather than simply applying a standard approach, we have utilised our experience and knowledge to deliver a bespoke solution. This solution meets all the specific needs of CERA and is delivered within the short timeframes required by the city’s recovery.
